Bali Side Event: The Role of Compliance in Ensuring Environmental Integrity
Akin Gump will host a side event at the 2007 UN Climate Change Conference in Bali, Indonesia, on
“The Role of Compliance in Ensuring Environmental Integrity and Market Confidence in Climate Change Regimes.”
Compliance will play a critical role in the success of any post-2012 climate change regime and, in this side event, panelists will discuss the compliance issues faced by States in meeting commitments under a post-Kyoto treaty and in implementing the treaty through national measures.

Panelists will explore mechanisms for designing the next series of commitments in a way that facilitates high levels of compliance. They will consider the effectiveness of compliance assistance programs, share lessons learned from the compliance aspects of the European Union Emissions Trading Scheme, discuss a role for the compliance committee, and remark on non-compliance response. The Montreal Protocol’s compliance assistance mechanism will serve as a useful model for discussion.
The side event also will explore the role of international organizations and institutions in building capacity for compliance, particularly with regards to greater financial and technical assistance for developing countries in implementing carbon offset projects.
