		<description>great article.  Aside fromthe general technology transfer, which I am not sure has succeeded, or is succeeding. I would love to read more about the role of third world countries, that are not emitting as much carbon dioxide, and the connection to Kyoto. Was this covered during the Bali conference?</description>
